U19 Youths Regulations Season 2011/2012


1.     Clubs shall register all U19 players before they are selected to play in competitions.


2.     Transfer of players who have reached their 18th Birthday before September 14th may take place subject to normal registration procedures. Players who have not reached their 18th Birthday before the 14th of September are subject to the Youths Transfer Regulation. Transfer initiations must be registered on the IRFU Player Registration system and supporting documentation lodged with the Leinster Branch no later than 11TH November.


3.     The Leinster Competitions Administrator shall advise the Youths Registrar of requests to transfer players in their 18 year.


4.     Players who have reached their 18th Birthday may play in pre-season friendlies and in pre-Christmas Area Senior Competitions without risking their status as a Youth player.


5.     Players who have not reached their 18th Birthday are prohibited under IRB law from playing adult or U21 grade rugby.


6.     Players over 18 years who participate in more than 2 adult or U21 competitive  League or League Cup games under the auspices of the Leinster Branch, or All Ireland League games under the auspices of the IRFU will not be eligible for youth competitions unless they are regraded, following application to the Youths Committee using the standard application form. Only one such application shall be made for any player. Each case will be judged on its own merits. Players who have played in 6 such matches shall not be regraded.


7.     Players who participate in an adult or U21 Cup or Plate Competition, cannot be regraded to play at U19 level in the same season. Participation means playing any on field part, whether as a starter or as a substitute


8.     Boys who attended a Section B or C school in the previous year and who were not selected on the school's SCT in the Leinster Cup as a player or substitute are eligible to play in the  U19 Youths Competitions.


9.     Players who are attending, or who were, in the previous season, selected on a Section B or C school's SCT for the Leinster Senior Cup as a player or substitute  are not eligible to play in the Leinster U19 Youths League or the U19 Leinster First Division League or the U19 Tom D'Arcy Cup. However, a Club may apply to the Youths Committee for  a maximum of 3 players from among the previous season's SCT players & substitutes from a Section B or C school to be cleared to play in these competitions. The request, in writing, should be made to the Youths Secretary 4 weeks before the start of any such competitions.


10.  Players who are attending a Section B or C school, who have not been panelled by their school are eligible to play in the Leinster U19 Schools/Youths League & Leinster Schools/ Youths Cup.


11.  U19 Players who obtain rugby scholarships to third level institutions with a condition applying that they transfer to another club other than their own club will be ineligible to play in Youths competitions for their new club.


12.  Applications for regrading shall be made in writing, not less than 14 days before the commencement of the Competition for which the regrading is requested, using the specified form below, by the Club secretary to the Youths Secretary, Leinster Branch, detailing the player's playing history on the Player Declaration Form for the season to-date.
